MSU-MCEST Achieves Halal Compliance with MHCT

At MHCT, we believe that true Halal integrity extends beyond the manufacturing line—it must be woven into the very fabric of educational and institutional frameworks.

We are honored to announce a significant achievement in the Philippine educational sector: the successful awarding of the Certificate of Halal Compliance to the Mindanao State University – Maigo College of Education, Science and Technology (MSU-MCEST). This milestone underscores the university’s alignment with the MSU System’s commitment to promoting Halal integrity, inclusivity, and global competitiveness.

Setting the Standard: MS 1500:2019 Compliance

Achieving Halal compliance requires a rigorous adherence to both Islamic Dietary Law and recognized international standards. For this initiative, MSU-MCEST adopted the stringent Malaysian Halal Standard MS 1500:2019, a benchmark for Halal food safety and quality management.

On November 7, 2025, MHCT Executive Director Prof. Dr. Hj. Abdul Rafek Saleh, a member of the International Halal Integrity Alliance (IHI), conducted a comprehensive Preliminary Halal Audit. His inspection focused on ensuring that the campus facilities met the highest prerequisites for Halal assurance.

Following this meticulous audit, we are proud to confirm that the following facilities have successfully secured their Certificate of Halal Compliance:

  • The Dr. Magadapa A. Ringia Hotel
  • The DTI-SSF (housed in the Halal Food Innovation Center)
  • The Kitchen Laboratory
  • The TESDA Training and Assessment Center

These certifications serve as a testament to the diligent efforts of the Department of Hospitality Management (chaired by Prof. June Floy C. Bongcawil-Lanaja), the Department of Industrial Technology (chaired by Prof. Aileen A. Alad-ad), and the facility managers, Dr. Florita C. Lascuña and Ms. Hamimah A. Camim.

Empowering Human Capital: Halal Lead Auditor Training

Infrastructure is only as strong as the people who manage it. Recognizing this, MHCT facilitated a specialized 3-Day Halal Lead Auditor Training from November 7–10, 2025.

The program was designed to transform faculty and staff into the university’s vital human capital for Halal assurance. The official results were announced by Dr. Jane B. Tranquilan, a Certified International Halal Lead Auditor. We congratulate the newly trained personnel who are now equipped to maintain the university’s compliance ecosystem with precision and authority.

Visionary Leadership Driving Change

This achievement would not have been possible without the visionary leadership of Superintendent Atty. Jamaloden A. Basar. His unwavering commitment, alongside Director for Administration Dir. Rasmiah D. Linga and Dean of Instruction Dr. Analyn G. Abdulraof, has been instrumental in institutionalizing Halal standards across the campus.

By integrating Halal compliance into its core operations—from the Halal Food Innovation Center to student training laboratories—MSU-MCEST is not only meeting regulatory requirements but is also fostering a culture of excellence and inclusivity.
